Homebrew How do I Compile Files to 3DSx?

I managed to open MING32, but the directions are really clear for what I type in MING32.
Assuming you have devkitPro, devkitARM and ctrulib all set up correctly, you need to download the source code for the software you want to compile, cd into the directory containing the Makefile, and then follow the build instructions provided by the source code.

Where can I find the build instructions provided by the source code? I'm using blargSnes-master/

Usually on the GitHub page or in the ReadMe. I've never built blargSnes, so I don't know where it is for that software. If nothing specific is mentioned, usually just typing 'make' within directory containing the makefile is sufficient.

Well I typed "snes.c make" but it just skips a line and nothing happens. Also I gave the directory and the makefile.
 
Are they all on one line like that? It looks like they're one file the way they're written, which doesn't look right.
Yeah they're all in one line. I typed "blargSnes-master>makefile..." and so on.

Ok, I'm going to assume that's a quirk of ming32's ls command, as I would have expected to see them in a list

I'm sorry but I have no idea what you mean. Why are you typing the filenames in? You literally just type the work make and press enter. You don't need to enter any filenames.
