Homebrew How can I get other homebrew launcher than the default one?

I've seen this video
and the homebrew launcher on the 3DS in the video is other than the default one. How can I get that other launcher? I wouldn't ask this if the default launcher had an option of faster homebrew apps scrolling and putting apps in the custom order. On this video it seems that the homebrew launcher on this 3DS displays more apps and has arrows which will bring up the other apps. It's more like in home menu. I have New 3DS 10.3.0-28E.
