Host local exploit page ?

So I have looked around. I know I can do this in android currently I run bluestacks on windows to run the android jailbreak package. However I have an unraid server setup for pi hole and plex what I’m wondering is if there is a way to say run the page locally with xamp or something in a docker to host my own exploit page locally?

Xampp works, yes. Just drop the exploit folder in htdocs and run apache.
