How do I run homebrew on my dsi can I just put homebrew files in my r4i flash cart?

Can I get homebrew apps/ emulators to have they own icon on home screen or do I need cfw for that?
 
Follow the guide for installing Unlaunch and HiyaCFW. This requires Flipnote Studio or some other homebrew exploit though, if you don't have those you are limited to DS homebrew on your flashcart.

I want it just on my flash cart how u any links how I do that and will I be able to lunch apps/ emulators from HBl?

It's easy. Just search for DS homebrew at the GameBrew website, and download it to your flashcard's microSD card.
You won't be able to run them from HBL, but you can use TWiLight Menu++ (which works from flashcard) to run them.
Once you put your homebrew on your flashcard, then launch your flashcard from the 3DS HOME Menu.

Retail/commercial ROMs, and recent homebrew from the console's SD card.
If it's installed on a flashcard though, you'll be able to run most kind of homebrew from the flashcard.
