Do you mean running homebrew, or writing homebrew, or something else I can't think of?

If you want to start you need to patchyour Homebrew with DLDI :use google.
If you want to make homebrew go to the site of Palib,

It's not easy to make homebrew, do you know something about C++?

It can be C++. I wouldn't recommend it though, as it nearly quadruples the file size of the NDS file when all said and done.
