turning the 3ds on, or going to homebrew? 3ds turns on, works fine, can play online and stuff. I used browserhax to go into homebrew, and the website and the qr code will say the website is not up to date. Idk if that helps.

That would be your issue. What firmware are you on? You can check this by going to System Settings and looking in the lower-right-hand corner of the top screen.

I WAS going to suggest you install Custom Firmware, but you're on a firmware which cannot be softmodded without going through a lot of hassle and Browserhax is not compatible with this firmware.
To remove homebrew, all you have to do is delete the "3ds" folder from your SD Card's root, since it's never actually "Installed".

You may as well delete those too, but I'd recommend you back up the files inside in case another exploit is released in the future.

According to the guide, DSTwos aren't supported. If you can nab a flashcart listed here, you can get CFW on any firmware.

CFW on N3DS is only achievable with a flashcart? Or can I just load an exploit on the sd card?

if your firmware is 11.3 or under you can load a exploit. if its 11.4 or higher you will need a flashcart or a second 3ds for the dsiware transfer.
