Hacking Question Help With installing PegaSwitch / HBL

Hi, Im trying to load the HBL through pegaswitch on my 2.1.0 switch
but, i have to connect online to use my sd card.
Is there any way i can bypass or install the update needed without actually updating the firmware?
Any help would be genuinely appreciated thanks
