So the guide tells me I need to apply the Stars_083_v0.x.xdelta file but I cannot find this file anywhere. I have used Google but all I found were tutorials which had the files already. I am kind of new to this sort of stuff so any help will be appreciated.

If this is about https://github.com/RadoMiami/Pokemon_Star_Console_Edition , then it appears the xdelta patches are available from https://github.com/RadoMiami/Pokemon_Star_Console_Edition/releases/tag/v0.1.1 , even though it doesn't have the right name.
