ROM Hack [Help] Planet Robobot romhacking?

I've been trying to figure out how to romhack Kirby Planet Robobot, but so few people have done it that I'm unsure as to how I should start. Should I use the .cia or .3ds, is there a tool I can use to decompile the rom, etc...it's all just really confusing for me. If anyone could offer some advice, I would greatly appreciate it.

Thanks for pointing me in the right direction!
A tip for other people in my situation, if you use the HBL then download the decrypt9 released on November 13th, 2016. It's the most similar to the version described in the post and it doesn't kick you out with a red screen.
 
Sorry for the double post, but I've just encountered a new problem.
Upon trying to extract the files, I simply get a bunch of different .bin files. No folders appear. The only fix someone described was to use another tool, Hourglass9, to decrypt the files, and that requires using A9LH. The only custom firmware I am familiar with is Luma, so I seem to be at an impasse. Can anyone help me understand what to do?

Well hey, I said it was confusing for me, didn't I? Plus it's been a while since I fiddled with this area, at least a year since I first installed CFW. I have no clue where to put the .bin file found in the release, or if I'm even supposed to put it anywhere. I tried the payloads folder, but it didn't seem to work at all. First tried to use Up, then Start+Up when loading into the EmuNAND. The former did nothing and the latter left me with a black screen.
I might not be smart when it comes to this, but no one can say that I'm not trying.

I finally got it to work!
Well, sort of.
After using GodMode9, my .cia file continues to output nothing when extracted with the hacking toolkit, but my .3ds file is just fine. I would have preferred to stay with the former, but it shouldn't be too hard to figure it out from here. If anyone can offer help regarding the .cia, it is welcome but not a major priority anymore. Again, thanks for the help!

The .cia needs to be decrypted before hacking toolkit can extract the files. Use Decrypt9 to decrypt the cia (option: CIA Decryptor (deep)).

That's the thing. Every time I tried to decrypt the cia, it always just said "this is already decrypted". I don't know why either.
