Gateway doesn't work on the New3DS YET. The Gateway team is still working on it. You can always buy an Old3DS and use the Gateway flashcart on that.
However, the consoles have to be on firmwares 9.2 or below in order to use Gateway. If they have firmwares 9.3 or above, you can't use Gateway.
