I'm not the best at this, but I've done well with hacking so far. I have the Pokemon Moon .cia and NASA 1.6 on O3DSXL V10.3.0-28U. It takes time to install, but never installs anything. Gridloader can't find it, it isn't on the home menu, installing to SD or NAND does apparently nothing.

I'm probably doing many things wrong, please help. Has anyone had success with what I'm trying to do? If this question doesn't specifically belong here, I apologize. I come here as a last-ditch effort for answers.

You have to have custom firmware to install it. You're a few months behind there.
actually you dont need to be on CFW to install legit cias

too bad this isnt a legit CIA so it will fail

If you are installing with FBI then thats problem. I used Big Blue and the game was able to appear. FBI is buggy basically.

This is 100% wrong, FBI works fine if you're running it with CFW. BigBlueMenu is probably the worst thing you can use, since it's just a repacked DevMenu. If you want to use DevMenu, actually get DevMenu lol.

Anyway, I think the OP's question has been answered ;3 There should be Legit CIAs of S/M since the game comes pre-installed on the SM 2DS (if I'm remembering right). So just wait for those if you don't want to downgrade for CFW o/
You also might have to update to play SM once you've got it installed... Not certain of the firmware requirement.

I'm saying this from experience per say..... the last 13 hours of installing this myself. The latest FBI would finish installing the CIA but the game never appeared on my CFW 3ds. Big Blue has never failed me when it came to installing any CIA thus having Moon playable. Not to mention there are certain modified DLC's that require us to install them with big blue for the sake of them being installed correctly.

Are you sure you're using the latest FBI? I'm fairly sure those faults were with an older release.

I agree that some older FBI versions had problems (and indeed, DevMenu wouldn't fail me where FBI would) but I managed to install Moon with FBI without any problems. Though it's one of the latest releases (not necessarily the real latest but it has the white and blue interface, while the "buggy" one had the black and white interface).

well when I go into FBI and click the update option I expect to be on the latest one unless that function itself doesn't really update anything. Thing is I never updated the title manager and it still does its job

Well... Of course BBM does its job, it's the official Nintendo tool repacked. But yeah, you probably have an out of date version of FBI. The newer version is a blue and white colour scheme with a fair few additional features on top of just being able to install stuff.

yeah thats what I'm looking at right now 2.4.2 with blue/white color
Actually I'm starting to believe that installing games that are near 3gb in size or generally takes a long time to install causes problems with FBI it has done this before despite its latest version maybe its the speed of my SD,
but I usually solve this problem just by using Big Blue.
