No you can't. Nand is married to the console.

No you cant get your old nand off your 3ds unless if you had a9lh or had created a nand back up before the 3ds bricked.

(PS imo i would rather buy a n3ds no an o3ds)

it depends:
1. if you need to send it in for repairs, it will most likely be updated to the lastest version, ridding you of emunand access
2. I think the only thing you would be able to get off of the old3ds would be your nnid.
