Seems like you need to refresh something in "extdata" folder.
You will find it in: SD: Nintendo 3ds: The folder with 32 characters: The next folder: Extdata: 000000

000002cd: Usa console. Try deleting it, the folder reset itself´s when you turn on the console again, so if it doesn´t work, you will have not any problems.

Try this: you open the luma menu ( start the console with power+select) and disable gaming pathing.
It seems to be a problem with ur Luma config.

I testing in pokemon sun and pokemon ultra moon...same error.
