Wherever you downloaded it from, check the original post. There's likely a password provided.

Based on assumptions yes.
Took it to PM, my guess is it's an issue with his SD card.

When going to copy the file to the SD card, it's asking for a password.
He downloaded the cia from 3DNUS without a problem.
