Hacking [Help] Internet Browser

Today I Got Some Old 3DS FW 1.1.0U
So I update it to 4.5.0U With Animal Crossing New leaf
but after i've updated i got some problem
i can't run rxtools cuz Internet Browser can't be use
it said "The internet browser will be available once you update your system via the internet"
Can anyone help me to get internet browser work again ?

Edit. is it was i camera apps ? cuz i try to open camera apps
but it not have some QR Scanner Function

He doesn't have the browser, so his only way to use rxTools is with a ds flashcart. (You're lucky you didn't update past 4.5 or you would be sol)
