I'm trying to install a dlc pack for Fire Emblem Fates that includes the two other paths and other maps. At first I used FBI and it installed fine, but when I went into the game the dlc didn't show up. I researched this and found some threads discussing a similar issue and suggested that I: 1. make sure its the same region as my 3ds and game, and 2. Use BigBlueMenu to install it instead of FBI. I followed both of these, but the DLC still doesn't show up. Any suggestions to fix this?

Does the DLC match the region of the game? You may need to use Luma3DS's region emulation (scroll down to see the region emulation info) for the DLC to appear. You should also only be using FBI, as that's vastly superior to BBM.

I tried messing around with the region emulation but that didn't work :(
You didn't answer my question though. Are you using, for example, US DLC with a US game? The DLC has to match the region of the game or it won't work. freeShop might have the DLC but I don't know if that includes the paths. What you could do is find a special edition CIA so that you have the other paths and use freeShop or find a DLC CIA that matches the region of your game to obtain the other DLC.

Are you using the latest stable Luma (v6.6) or the nightlies? The region emulation .txt file goes in a different location. It goes in luma/titles/<title ID of game>.

Then the region emulation should have done the trick. Try finding another CIA for the DLC. Maybe the CIA was bad or corrupted somehow. Does the game region and DLC region match the region of your system? And did you enable the region emulation setting in your Luma settings?
