Hacking HELP, i can´t open Homebrew Launcher

First, sorry for mi english xD is bad jaja
i have Sysnand 9.2 and Rxtools Emunand with 11.0.0-33U, but i can´t open Hombrew Launcher form Cia, can´t Download automatically from internet, i search in internet and all says i need change the name from mi payload in mi SD, but i don´t have any payload in mi SD D:

On the root of your sd there will be a file with the name "otherapp_payload_9-0-0-20-USA" or something like that, change the 9-0-0-20 or wtv version yours is and change it to 11-0-0-33

Edit: wow I should read more carefully, just download the otherapp payload for your 3ds then rename it like I said (https://smealum.github.io/3ds/) scroll down the page a bit
