Well, why would you update from 9.9 to 10.3?
Just use SafeSysUpdater and downgrade from there.
If you want to launch the browser, then... you can't. You need to buy CN, or SSB if you have a N3DS, to launch the HBL.

apparently downgrading from 10.3 is more stable, so that might be why.

yes, that's the final destination, but i read in some place, i MUST be in the 10.3 to downgrade. confirm?

Not at all... you can do it from any firmware below 10.4

true 10.3 is more stabole but i used on 9.9 to and it woked fine for me

you don't "have to" be at 10.3. I've only heard it's safer, but not confirmation of that.

Why it would be more stable? I downgraded 3 systems, one 9.9 N3DS, one 10.0 2DS and one 10.1 3DS XL, and it went fine without any problems. Plus, apparently, nothing "big" changed with 10.3...
