If you happen to have a working version converted to run on retail, please PM me a funny cat meme or something (definitely not copyrighted software), otherwise I'll have another look at it after some sleep.
FYI, NoftWriter does not use the bin style format of Amiibo data that's dumped by other applications like TagMo, PowerSaves, Amiiqo or others, it uses a proprietary file format that is available for developers to download from the developer portal for testing purposes.

I had a CIA of it installed but it didn't run ("An error has occurred"), and I noticed that half a dozen of the dependencies listed by ctrtool aren't installed on my system according to FBI. :unsure:

If you're using Luma3DS you would need to set your Luma Settings to enable UNITINFO to be able to install dev apps. Along with NoftWriter there is about 4 other NFC apps, you may need them all installed for it to work, not sure. Info about the UNITINFO option can be seen on the latest Luma3DS change log here.

Because the internal encryption keys were dev sets. As previously stated, there's a writer that uses the N3DS. As retail systems can write with retail keys, you can do that perfectly fine ;)

So, status update, you still cannot make retail Amiibos with a retail console. When in retail mode, the 3DS will fail to decrypt the Amiibo files included in the SDK. They seem to be encrypted and the 3DS can only decrypt them if it's in developer mode. Of course, once you're in developer mode, it will make a developer Amiibo. This Amiibo can be read as long as your console is in dev mode, but they cannot be read on stock consoles or Wii U. So unless someone can figure out how to decrypt the SDK Amiibo files and re-encrypt them for use in retail mode, then writing Amiibo's with the n3DS will be restricted to use on hacked n3DS.

However, the good news is this does prove that the n3DS can write blank tags, so a homebrew app to do so should be possible.

Edit the NTF maker for Windows to use the key.
