as far as I know, there is no Chrono Trigger VC release with banner yet for NTSC-U. at this point, the wait is for someone to suck it up and do the banner editing with an entirely new set of wads/roms.

I made the banner file, and shared over the IRC, but it was attached to a PAL game.
It can be attached to ANY WAD, so it's as easy as getting that banner, and replacing it in a NTSC version of the game.
Search for info on this forum to get that made. There's plenty of info about it
