When I try and turn my 3DS on the blue led turns on but the 3DS doesn't boot. What can I do to fix this?

Do you have A9LH installed? Could be a corrupted SD.
What happens if you try to boot with the SD card out?

I don't have AL9H and it's the same when I take out the SD Card

I don't think having a SD card inserted or not doesn't change much if you don't have a9lh installed.

But, if you can't even boot into recovery mode...Well, I am sorry, my friend. Your 3DS is gone, either that or the screen isn't working anymore, either way, there's not much you can currently do.
