HBL cia doesn't require otherapp.bin on root, that's for soundhax.

@proflayton123 Place the otherapp payload in the hblauncherloader folder on the root of your SD card, then rename it to NEW-11-3-0-36-EUR.bin.

Are you using the otherapp for 11.3 instead of 11.4? Try reinstalling the HBL cia, redownloading the starter pack and updating your boot.3dsx, and redownloading the otherapp payload for your specific region, console, and firmware version. The HBL cia works for me on 11.3 so something must be off on your system.It didn't work no, red screen flashes then black screens. The boot.3dsx is on the root

"I'm not using 11.3"? You need the payload for 11.3 for it to work, not the payload for 11.4 or any other firmware version. The payload you download needs to be the one that corresponds to your system version and no others.I'm not using 11.3, unless I try updating to 11.4 and see if it fixes it?
