Has there been a way yet to convert normal videos such as .MP4 to .moflex yet?

AFAIK, no. The format has been RE and we can view .moflex video, but not encode them.

Sadly, no, as already stated, there's no way to convert anything to moflex yet. There IS Rinnegatamante's JPGV creator, but that might not be your cup of tea.
