ok, i found i like suikoden tierkreis CG scenes in it and wanted to know, what programs would i need to rip the hellish videos out of it??

Longer version- nobody has playback methods or has reverse engineered DS video codecs/standards, I would go on but it would just read like http://gbatemp.net/t264330-extracting-vide...t&p=3268319

With regards to the shorter version- these is nothing stopping you from pointing at say the final boss FMV in place of the game intro FMV or finding another game with easier to access video and overwriting a video there (we might not have video codecs but nobody in a commercial setting makes a new video codec/standard on a whim) to save you having to play the entire game to get to it.
A sidenote- most video does not carry audio so you are left to more conventional audio ripping techniques for that.
