ROM Hack hacking band hero ds

is it possible to edit band hero ds by replacing the files using crystaltile2?
DSLazy and CrystalTile2 spits out a NDS file that doesn't work when i repack the rom.
what does fsindex-fin-FIGS.bin exactly do?
