NVRAM install (via Gateway menu) works for me. but whenever I try to restore NVRAM using gateway blue card. it will stuck at 'Programming'.

Have you updated the .nds file yet? Run GW_INSTALLER, then choose New 3DS then region?

They have updated GW_INSTALLER.NDS which allows to choose New 3DS or Old 3DS.

They never made a GW_INSTALLER.NDS for the New 3DS. The blue card doesn't work on firmwares higher than 4.5. They made MSET cias to replace GW_INSTALLER for New 3DS users.

They made it. New GW_INSTALLER.NDS has New3DS option. And it is working. I tested it yesterday, before I sold my Zelda. Blue card IS working after installing a patch.
I have 9.0FW on my n3ds.

They've actually updated the GW_INSTALLER.NDS. You can check on it, there's an option to choose New3DS or Older 3DS to install the exploit. When downgraded mset and bluecardfix as cias we can either install NVRAM using GW_INSTALLER.3DS or GW Launcher.

Oh ok just saw that, but why would you need 2 different ways?

Without installing bluecardfix.cia you need to use Cubic Ninja or Zelda OoT game to run GW Launcher to install NVRAM. Otherwise, you can use Blue Card to install without any hassle from the save exploit. More convenient imho :D
