I already have Guitar Hero 3 and I want another guitar so I can play together with someone. But the guitar isn't available without a game in the Netherlands....
Does someone know where to get one?

I dont know where you could get a guitar without game. Try Ebay or something. If worse comes to worst, you could pick up another guitar with a newer title or something.
