Well the guide said to delete all .bin files and unfortunately decrypt9wip was a .bin file. That was my only way of converting .3ds files to .cia files. Is there a .firm version? Or does anyone know another way of converting them? I don't have access to a pc all I have is my android phone
 
OK well that's awesome lol do I still have to press left to start it up? Do I delete the stuff in the files9 folder?

Put firm in payloads folder in luma. Just press start when booting with luma for boot manager and select the firm. Use d9 exactly like before

You can do it with GodMode9 too.
From the readme: Build CIAs from NCCH / NCSD (.3DS) / TMD (installed contents): Press A on the file you want converted, the option will be shown. Installed contents are found (among others) in 1:/titles/(SysNAND) and A:/titles/(SD installed). Where applicable, you will also be able to generate legit CIAs. Note: this works also from a file search and title listing.
 
Well I see nothing like that in godmode9, but what you are describing is how you do that with decrypt9, I also don't have any .3ds files on my card either

I can confirm that GodMode9 does it. Decrypt9WIP is obsolete, the developer him/herself says it in the very release post you downloaded the firm version from...
