ive been stuck doing this for at least 3 hours ive tried calling for help and everyone ive seen ignored me please help!

Have you considered that maybe you're not stating your problem in a useful fashion?

What have you been "stuck doing for 3 hours"? What do you mean by "it always fails"? Are you getting some kind of error message? Have you been following https://3ds.guide ? Details, details!

the only error i guess im getting is the bottom screen in image, ive searched up everything i can but no luck ive followed the guide and everything!

i feel so dumb i had to redownload the fbi.cia lol i got stuck just because of this
