is steam closed when you are trying to extract the vtf files?

If that doesn't work, go back into Steam and try "Verify integrity of cache files" on each games' "Properties" -> "Local files" tab.

that's all I could find on google. apparently though it's a common error

Steam is closed but was in offline mode when I tried. I also tried it while Portal was running.
