There's mGBA, which is a pretty good option. It's standalone so you should be good on that front.

mgba doesnt have cheatsupport

if you have the PSP emulator installed you can use GBsp kai.

I should note that GBAATM can hardpatch cheats into ROMs if you want to roll that way.

i tried it but i want to use it at a pkmn rom hack and the rom is already 32mb huge and GBAATM dont support it

i patched mother 3 translation with cheats with gbaatm and it worked just fine... that rom was 32 mb too...
