This is what I mean by pointless. Updating to run an app, that runs another app (the competition's work no less), to install another app. It seems highly unnecessary.

The only thing I wanted out of this was to install the other DevMenu apps, and neither damn DevMenu does it. Pointless, dull, crap.
Says you. I now have NSMB2 +DLC installed on my console. I didnt before... Also this brings EmuNAND to the same point as the CFW.

It's useful to download eshop patches,
if your firmware is locked out because GW haven't updated yet.

I guess soon some developer will release some kind of homebrew application manager and nobody will have to use DevMenu anymore.
Well I can see no more than "GW doesn't support those SDK applications such as PlayCoinSetter"
Well, for the SDK's CIA files the explanation is very simple. They're encrypted (like oficial roms) so we'd need to generate the xorpads for decryption. The problem is xorpad generation needs a key contained in the 3DS itself, and retail and developer units have different keys so they can't run the other one's games.
So we can't run them simply because our 3DS can't decrypt them.
The CSU versions are already decrypted, that's why they run fine.

Proof I am not crazy: and that this is NOT 100% compatible with "x," where we do not know what "x" is.

We know exFat/Fat32 Redcard microSD formatting has nothing to do with it
The files are 100% identical to supermalloch's, MD5 confirmed.
WiFi On/off does not seem to matter.
It is possible the SIZE of the 3DS SD has impact, as my SD is 32gb, while supermalloch's SD is 4gb. Not yet confirmed
We both have the same region 3DS, same emunand firmware version

To sum it up, "x" is likely the size of the 3DS SD, though no confirmation yet. If anyone has an idea do tell.
OR It may be caused by the microSD size for the gateway.
- sj33 claims using a 2gb microSD fixed Card ejected error for him, then he installed the .cia so he would have not have to deal with this again.
About the 'game card removed' error, I've managed to get around it.

I tried reformatting my 32GB Class 10 MicroSD (as FATex, because FAT32's 4GB limit is annoying) with no luck. But I dug out an old 4GB Class 4 MicroSD card I had lying around, formatted as FAT32 and copied only the Devmenu.3ds onto there, worked perfectly. From there, I installed Govanify's .cia version so I no longer need the .3ds file. Works fine.
jonthedit's note: The exFAT (or FATex as sj33 calls it) / FAT32 difference does not actually matter, but the card size DOES matter. It should be noted that this is the case.

No idea what the cause was, but that's how I got around it - using a separate FAT32-formatted card to install the .cia

GREAT NEWS! I can confirm switching to a 8gb or smaller microSD card successfully loads the devMenu. The 3DS Sd size does not effect the issue, though the size used for Gateway's redCard does.

The Error in Action:
"Card was ejected" when booting the devmenu.

This is SO FUNNY. Everybody is always hating on Gateway, it's the cool thing to do, it's the hip thing to do. And Team Gateway always goes and shuts people up, every time, without fail, and people mysteriously pretend they always knew! People on this very thread! Those who said the brick could would never be fixed, that 7.x games would never run without the purchase of a new card, and now that they would lock CIA files forever, etc.

Don't hate the player, hate the game. My Gateway was a great investment, worth every dollar.

Ok, Im confused. Read up on everything I could, But I still don't see how you can install your 3ds games to the home menu if you cant change .3ds to .cia. If there IS a way, I've missed it through plenty of searches.
