They are not. They are signed with developer keys. They need to be decrypted first.

Only because it's convenient. It'd be completely possible to install the CFW without Gateway software if you make the dump by hardmod, or if someone wrote a NAND dump homebrew.
Research isn't for nothing, an open solution not tied to DRM hardware would still be great.
What version is Govanify's dev menu?

on the micro sdOn the Gateway MicroSD? Or the big SD.

so will the leaked 7x keys be any use in decrypting a newer version of dev men?
and will newer dev men let us play roms installed to the SD that require 4.5+ FW?
Govanify devmenu is a CIA that we can directly install to main menu, which is more practical than having to use gateway multirom menu to select DevMenu IMO.
As I said in CFW thread, I managed to do a CIA from a 3DS file and it installed fine on GW 2.6 emunand. So basically you can install games you want fast acces on the emunand dirrectly and others (or ones that need internet access) on the gateway card itself.
I wanted to try what would happen if trying to run them on classic mode without the gateway card, but emunand doesn't even load, the 3DS froze on a black screen. On classic mode with gateway card, running them does not work (It says something like This program cannot be started. Download it again from nintendo eshop.).
