Hacking Gateway Card 1 to Card 2

Can someone please help me. I am trying to convert my Monster Hunter 4 Ultimate .3dz from a Save 1 to a Save 2 and import my old .sav into it. Everytime I do the conversion it says an error has occured when I try to load the rom.

Do you mean from card 1 to card 2? or from 3ds save to cia save (or vice versa)?

from a card 1 to a card 2. So that way I save in the actual rom.
