But couldn't they modify the browser exploit to only give emunand permissions to the latest version?

The browser exploit has been cloned, mirrored and modified enough that we don't have to rely on Gateway's exploit website
Besides, most of the work is done by the launcher.dat, the browser exploit is only a very basic piece of code that loads a ROP chain from the launcher.dat, which then does all the work actually exploiting the system, so there's nothing they could change in it other than simply blocking any launcher.dat other than the latest from running.

You would update the emuNAND with rxTools not with the launcher so that's not true
