So it sounds like you have created a short somewhere in the system near the screen circuitry. Is it possible a bit of solder dropped down and bridged 2 points, or maybe a capacitor didn't go in as easy as you like? The best thing to do first is a visual inspection, tracing back from where the fuse blew, and then look at your recapping to see if there are any shorts. Remember that a capacitor's job is to provide a "delay" of current to the system, a solid rush of current by bridging the points will cause that flash and a fuse to blow.

I cleand the board with IPA and I toke my time recaping it the fuse was blown long time befor I recap I descovered that the fuse was not working when it didn't start up after recaping it I look to the board no cap are solder wrong the screen was not working before I recap it my friend

I trust that you did it right, but always verify. Do you have a second screen to try it on? It definitely sounds like the screen itself has a dead short, therefore blowing the fuse.
