Is there some kind of Ocarina/Geko OS style 'cheat loader' homebrew for GameCube games, retail or burnt? I'd like to play some GC games with cheats.

You can burn a disc with Action Replay for gamecube on it and load it with the gc backup launcher
But it only works for gc RETAIL discs

to use a backup of action replay you have to use a modified mios. maybe somebody else could provide a link to a file.

you could also downgrade to the first version of mios which still had support for action replay.

Can you burn the Action Replay on a CD instead of a DVD and have it still work?

Aww, it's such a waste of a DVD though. Most ARs are only a 2MB max. Well, I do have a real AR disc, but how do I get it to work for the Gamecube Launcher?

Hmm, I don't want to mess with cIOS/mIOS, that sounds too hackish/dangerous to me. Maybe I should read into the latest Wii developments a bit, I don't even know what WBFS is XD
