Android Galaxy Tab 10.2 Not Downloading Apps

I have an issue with my Galaxy Tablet 10.2 It wont download apps.
Now, before the issue was that anything using HTTPS and cookies, it would not work. i.e. Logging into Amazon or Facebook, and the play store would not load.
Now however, after messing with my modem and disabling the firewall on it, everything I've listed has been fixed. Now there's a new issue.
It won't download apps. It just says "Connection Timed Out". This is with any app.
Hope I can get some help here, as this only started happening recently.
It still appears to be my modem. It is a TP Link, TD-8840T.

So, if I understand correctly:

You CAN access the web now, but you CAN'T download apps from the Play store?

Try clearing the cache of the Play Store app.
