I downloaded some DLC using title keys for my RedNAND. I installed them to the appropriate place(my USB drive where the game was located), yet for some reason, the DLC doesn't work. Another won't even install.

Does DLC downloaded with FunKiiU work at all and if so how can I get it working?

You have to have some form of signature patching active on your console to use pirated DLC. Google it, tutorials are likely everywhere at this point.

So if I change my fw.img, I have to format RedNAND again?
You shouldn't have to. The only thing fw.img contains are the patches, your redNAND dump is essentially clean, so you shouldn't have any issues switching out forks of iosuhax.

Everything is fine. For some reason, it's only Pinball Arcade giving me a problem. For some reason , even though the DLC is installed, the tables won't unlock

Did you update the game itself? I don't know if this game have one or not, but it should have if it has DLC, because DLC on wii u works like this:
It's the update you download for a game that contains the DLC files, but you can only access it if you downloaded the DLC. So DLC downloads works as an enabler and doesn't contain the DLC itself. That's why the DLCs are so small in size (few MB).
At least that's the case with Hyrule Warriors, SSB4, Mariokart.

Actually Mario Kart 8 updates contained only the DLC character, Kart, and Parts data. The track data was left out and is in the DLC itself.

Make sure DLC, game & updates are all installed on the same device.
If you downloaded a game from e-shop, then install DLC to USB, it won't work because the game is on NAND.

This one only works for me on my NNID-linked profile. When it starts, it says "Authorizing User... Press B to Cancel". When I press B, the game starts and all tables are available.

If I run the game from my non-linked profile, I only get Arabian Nights, even though that's the profile I executed the DLC install from (not that that should matter.)

Sorry for the bump but I'm having the same issue with the same game (Pinball Arcade)
I install the DLC via WUP installer mod, and the only pinball board I "own" is Arabian Nights.

Edit: I reinstalled it and it worked fine.
