-Retro City Rampage DX
-Lego City Undercover The Chase Begins
-The Legend of Zelda Ocarina of Time/Majora's Mask/A Link Between Worlds
-Xenoblade Chronicles 3D (New 3DS only)
-Kingdom Hearts Dream Drop Distance
-Pokémon X/Y/Omega Ruby/Alpha Sapphire/Sun/Moon
-Yo-Kai Watch 1/2
These are the only ones that come into my mind right now that have an explorable world

These are the only ones that come into my mind right now that have an explorable world
The only thing is tho Retro city Rampage is like dirt cheap and is like 13 megabytes
 
Yeah, that's a plus (and also it's lotsa fun to play)
Yeah its a whole lot for 13 Megabytes, oh yeah also its a very fun GTA clone, which is the only reason I decided to play the game in the first place

I think it's really pushing it to call Pokemon Sun and Moon open world before you beat the game, when it's the most closed pokemon has ever been. IMO

Do Dragon Quest VII/VIII, SMT IV:A, 7th Dragon:Code VFD, Cave Story, Dragon Ball Fusions, River City Tokyo Rumble, or Steam World Dig count?

Try Pokémon XD for the GameCube. It's the most closed Pokémon game ever, but I like it!
