Gaming Freshly Picked Tingle - Help needed

I'm trying to make seafood soup, i've got all the ingredients except powder garlic.. i cannot seem to find where to get it (i've got one garlic but can't remember where i picked it up!) its starting to drive me crazy..

any help would be appreciated

In some of the online helps i've seen its from the moles in lon lon meadow but i can't find the damn moles
