That theme pack is in the regular format, you need the format that's compatible with Themely/Anemone3DS.

I'm not sure how to convert it, but it's easier to just get a pack in the correct format.

Like I said, it should be a folder called Themes.
Inside that folder are tons of other folders with files in them.

Alright, so I downloaded the wrong thing. Thanks for the help, and I apologize for being slow.

But I couldn't use them, it just asks to delete one each time I try to access themes
