PowerISO allows you to do this with files up to 700 mb for free. You have to buy it for anything larger.

7Zip supports ISO files as far as I'm aware.

Any particular reason you don't just extract the ISO, edit the files, and repack them?

Imgburn can repack files into an iso and it's free.

PowerISO sucks. The best is: imgburn and it is always free. I used imgburn all the time even a long time ago and still loved it today!

Imgburn can create ISOs, but the only thing you need to edit them is an extraction software and that's it. Don't need to waste money on paid programs to do it.

I have no idea why you can't just edit the file.
