What is stopping someone from just buying 13 cheap ass phones with eSim, and just abusing the free trials forever for "free" hotspot internet and phone service with a Google Voice number? lol

They likely require some sort of payment option to be registered during the trial period which is tied to your name

If you don't need to tie a payment option to your account you can use a hackable phone and change the IMEI number every month. Depending on local regulations you might have to provide ID to get a SIM card though in which case this won't work.
