Are you sure you downloaded the right otherapp.bin for your firmware?
Also, try resetting your save
Here's how:

Spoiler

1. Clear your save by holding A+B+X+Y when the game starts.

2. Set your planet name to "a".

3. With minimal effort create 5 formees with name "a", favourite phrase "a" (you have to go through the tutorial, unfortunately).

4. Remove all 5 formees.

5. Leave game and enter 3DS Settings. Move date one day forward.

6. Start the game again.

7. Create a formee with name "a" and favourite phrase "a".

8. Restart the game.

9. Trigger the exploit.

Rename "otherapp.bin" (no quotes) to "otherapp" (no quotes).

Got the same exact problem, OP. I've tried everything and reset the save so many times along with almost 99.99% sure that I have all the correct files (I've also tried multiple combinations of slightly differing files to see if that would work as well). Completely stumped. I thought that renaming the otherapp.bin to otherapp would work but that didn't as well

I had to delete my DCIM folder then drag the freaky DCIM to my root for it to work. Not sure if this will fix it for you tho

That's incorrect and does nothing to help. It is not supposed to be "otherapp". It needs to be "otherapp.bin"

I think what he was trying to make sure of is that the file wasn't named "otherapp.bin.bin" instead of "otherapp.bin". If not, then you're right.
