Frame Rate Analysis Software (looking for a programmer)

I'm looking for a programmer who creates a GUI for me to analyze the video frame rate.

There is Trdrop which is free:

But it's really far too rough.
Is there anyone who can help me? obviously the work done will be paid.

Avisynth has long (as in going back to when DVDs were first being decrypted en masse) had some considerable capabilities when it comes to handling and analysis of framerates of things. If you take a wander through some of the plugins (stuff like dedup for a start, though the fancy scaling, deinterlacing and so forth filters often pair with some motion aware stuff, ostensibly to increase frame rate and motion smoothness but would also do for some of the things I imagine you might be interested in )

I don't know quite what you are looking for here but there are plenty of delta analysis tools that will detect new/duplicate frames if you want to go that way. As "programming" a video editor is often a novel concept I will say remember to use the crop command if you have a GUI or something that troubles more simple delta analysis.
