Hacking Format Wii System Memory

Does anyone know what actually "Format Wii System Memory" option do? Here I mean on technical aspect of that process, e.g. what happens on NAND during this process?

Why would it need to touch those things? But maybe it does..

formatting does not touch the system titles\IOS's installed on your wii, It only removes installed channels and saves
