Make an account on a US address. Just say you live in McDonalds in New York or something. You'll have a seperate US user on your PS3. You can use it to browse the PS Store. Downloading and playing content can be done from any account, as long as you don't delete the US one.

I don't understand your question. You mean why? Well, because you live in Europe. When you sign in to PSN it determines your region by the country you signed up with.
