Hacking Firmware Updater 4.0, why use it?

Hi,

why do we have to use the Firmware Updater 4.0 with HBC?
cant we just do this:

1.Launch the "cIOS36 rev8 Installer", from The Homebrew Channel.
2.Update the wii with the (legal) wii system update sofware from Nintendo
3.Launch the "cIOS36 rev8 Installer", from The Homebrew Channel.

Wouldn't you need a patched IOS60?
