The Switch doesn't rely on firmwares to be hackable its the model of your Switch that determines that. Any firmware is fine for hacking you can be on the latest 10.10 if you want to.

If you have a system vulnerable to the RCM bug you can use that, otherwise you'd need a modchip.
And no, you cannot downgrade in any way that would be useful.

Only way to know is to try, and there's no harm in doing so.

tegraRCM shows payload injected but i'm not seeing the REINX splash screen, still black screen. does this mean my switch is not hackable or could i be doing something wrong?

Try this, if you get 0x0000 then it mean your is patched.

i seem to be stumped on step 5 or 6. i tried putting my tegraRCM file path in the command box but that doesn't do anything. i tried putting in the command on step 6 but that isn't doing anything either.

Judging by your screenshot it seems it's not hackable. Smashing the stacks with 0x0000 means it wasn't actually able to send the payload to the console.
